Family Leadership in Systems Evaluation | FAQ's | Learning Groups


An underdeveloped, but very promising strategy for Systems Transformation is family and youth engagement in national and local level evaluations of child and family serving systems and their use of the findings that come out of those evaluations.

This strategy is supported by many entities, including the federal Center for Mental Health Services, of the Substance Abuse and Mental Health Services Administration under the U.S. Department of Health and Human Services. That Center, for example, requires of its funded system of care projects to involve families and youth in the implementation of the national evaluation. Some suggested strategies include “providing feedback on the design and objectives of the evaluation, conducting interviews, analyzing data, and interpreting and reporting results”, to give a few examples1.

The national Federation of Families for Children’s Mental Health advocates strongly for this systems transformation strategy. We believe:

  • Evaluation – skills, strategies, and results – can be powerful advocacy tools for families and youth.
  • Program and systems evaluation driven by the expertise and perspectives of families and youth involved in those programs and systems will be more relevant, more culturally competent, and more likely to be used.
  • Families and youth engaged in systems transformation work should be driven by and mobilized by quality data.
  • Families and youth choosing to engage in evaluation should have access to training, resources, and information as needed.
